General Accountability and Summary
This role will appeal to a collaborative individual, motivated to play a role in taking TMG through its next phase of growth and development. Reporting to the Group Manager, Eastern Canada, and based on a client site in Boise, Idaho, the Procurement & Contracts Manager will be responsible for supporting various TMG clients in their procurement efforts on various projects for our global Clients.
Key Responsibilities
- Participate in the overall procurement process for specific packages, including supplier pre-qualification, scope definition, Requests for Proposal development and tendering, commercial tender evaluation, contract award, critical acquisition kick-off meetings, and expediting both internal and external parties in order to meet the schedule requirements.
- Ensure procurement activities and deliverables are undertaken in accordance with agreed schedules, milestones, and issues periodic reports on the status of procurement activities.
- Define contractor/supplier selection criteria, weighting values, and the evaluation process, aligned with company priorities, using advanced scoring matrices.
- Develop and maintain Project Bidders Lists and complete supplier performance evaluations.
- Develop Project Logistics Plans and route surveys to ensure that the transportation routes to site are safe and practical for shipments based on load restrictions and to ensure compliance with National, Regional and Local regulations.
- Coordinate local ground transportation contracts for local shipments to the construction site.
- Coordinate with the appointed in-country Customs Brokers to ensure that adequate records are maintained for all commercial activities to provide a full audit trail.
- Maintain an effective and professional relationship with all suppliers, including regular in-person meetings with critical stakeholders.
- Negotiate with suppliers to secure competitive purchasing terms and ensure product availability according to projects’ schedules.
- Manage the negotiation of contractual terms with supplier, in collaboration with the legal department, to ensure that all terms and conditions are met before contract award.
- Prepare regular flash reports and presentations with appropriate analysis to internal and external stakeholders.
- Develop execution plans and establish logic networks for sequencing of tasks related to engineering, procurement, fabrication, and construction activities.
- Following up on action items with responsible personnel to ensure that items are closed out completely and on time.
- Preparation of minutes of meeting for various project meetings, both technical and non-technical.
- Willing to work under tight deadlines and maintain exceptional judgment and discretion regarding sensitive matters
- Plan and manage internal and external project communications, ensuring effective exchange of project information and deliverables and identify, analyze, prioritize, mitigate and communicate project risks.
- Project coordination.
- Actively mentor junior team members on procurement and contract-management basics.
- Support the development of training materials.
- Additional duties as assigned.
Skills & Competencies
- Strong written communication skills including document creation, preparation, editing and overall document management using the Microsoft Office Suite, with specific expertise in the formatting, referencing and linking of documents using Microsoft Word preferred.
- Strong verbal communication and presentation skills.
- Strong computer skills in Windows, Adobe, and the Microsoft Office Suite of tools.
- Strong interpersonal skills with an ability to work proactively in a small team, multi-disciplinary environment.
- Must be results-oriented and able to prioritize and focus on key deliverables with an ability to meet tight deadlines.
- Ability to logically plan, organize, and structure activities.
- Ability to interact with all stakeholders with tact and diplomacy.
- A self-starter with good organization and time management skills.
Experience, Qualifications & Education
- Bachelor’s degree in Supply Chain Management, Business Administration, Engineering or a related field, or equivalent combination of education and experience.
- Minimum of 10+ years experience in procurement, buying, contract management logistics, and/or material receiving.
- Experience in cost controls, estimating, budgeting, and/or accounting would be an asset.
- Software training in Aconex, SAP (or other ERP System), Primavera P6, and/or @RISK would be an asset.
- Experience in database or document control software would be an asset.
- Previous experience acting as an Owner’s representative would be an asset.
