SALARY RANGE $114,360-$142,950 (D.O.E.)

JOB SUMMARY:

The Assistant Planning Director manages some of Park City's highest profile and most exciting land use and development initiatives, including ski resort development, annexations, affordable housing, Land Management Code amendments, and long-range planning initiatives. The Assistant Planning Director helps guide Park City's future growth and development, and works with government officials, developers, and community members in a fast-paced environment. The Assistant Planning Director manages and supervises sections within the Planning Department and may function as a deputy for the Planning Director or serve as Acting Director.

TYPICAL DUTIES:

  • Supervises and participates in advanced, highly complex professional planning tasks related to current and long-range planning and research, analyzes and presents research in written, graphic, or oral reports for the Planning Director, the Historic Preservation Board, Planning Commission, Board of Adjustment, and the Mayor and City Council.
  • Performs and manages complex and sensitive professional planning projects, research, and analysis to ensure implementation of the General Plan goals, objectives, and strategies through Land Management Code amendments.
  • Provides team expertise regarding Utah Code land use regulations and the City's Land Management Code.
  • Collaborates with Building, Engineering, Transportation Planning, Housing, Sustainability, Water, Public Works, Special Events and other internal City Departments to inform and provide professional application reviews and recommendations.
  • Monitors and ensures land use application compliance with the Land Management Code as well as state and federal laws.
  • Prepares professional staff reports for the City Council, Planning Commission, Historic Preservation Board, Board of Adjustment, and other groups as assigned.
  • Mentors and supports the professional development of junior team members; reviews team staff reports to ensure comprehensive project review, compliance with land use regulations, and professionalism in reports published in public meeting packets.
  • Assigns work to professional staff and ensures appropriate training is provided.
  • Prepares information about plans and planning review processes for the general public.
  • Oversees specialized planning functions such as large-scale new development proposals and long-range planning initiatives.
  • Provides management of department-related planning issues.
  • Advises the Planning Director on planning-related matters.
  • Evaluates operations and activities of assigned responsibilities.
  • Attends substantial number of evening and weekend meetings.
  • Manages the citizen participation process for long range plans and complex development projects; maintains required records, meeting summaries, other mandatory information; facilitates solutions with citizen councils, developers, other City departments, municipalities, counties, regional planning agencies, and the State of Utah.
  • Serves as acting Planning Director when required.

MINIMUM QUALIFICATIONS:

  • Graduation from an accredited college or university with a bachelor's degree and preferably a master's in urban planning or a closely related field and three to five years of full time, paid, professional experience in city planning or an equivalent combination of education and full time, paid, professional urban planning experience on a year for year basis.

PREFERRED QUALIFICATIONS:

  • Graduate degree in planning or closely related field.
  • Experience in resort-related planning, sustainable/environmental planning, and long-range planning best practices.
  • Computer literacy in AutoCad, GIS, Adobe Creative Suite 3, Sketch-Up, or similar.
  • AICP certification.
  • American Planning Association (APA) member or affiliation.
